What is the emergency leave transfer program?

The emergency leave transfer program (ELTP) is a leave donation program under which judiciary employees may donate unused annual leave for transfer to other employees in the same or other courts who have been adversely affected by a major disaster or emergency. An employee does not have to exhaust his/her annual or sick leave prior to using ELTP donations.

The ELTP becomes available for use in the judiciary after the President has declared a major disaster or emergency and authorizes the U.S. Office of Personnel Management (OPM) to establish an emergency leave transfer program. The chief judge (or delegated circuit executive, federal public defender, or court unit executive) may approve use of donated annual leave under the ELTP for affected employees. Implementation procedures to allow real-time donations from court-to-court will be provided by the Administrative Office. Refer to the judiciary leave policy for additional guidance on ELTP.
